The Kansas City Area Transportation Authority is committed to ensuring that no person is excluded from participation in or denied the benefits of its services on the basis of race, color or national origin, as provided by Title VI of the Civil Rights Act of 1964, as amended.

Toward this end, it is KCATA’s objective to:

  • Ensure that the level and quality of transportation service is provided without regard to race, color or national origin;
  • Identify and address, as appropriate, disproportionately high and adverse human health and environmental effects, including social and economic effects of programs and activities on minority populations and low-income populations;
  • Promote the full and fair participation of all affected populations in transportation decision making;
  • Prevent the denial, reduction or delay in benefits related to programs and activities that benefit minority populations or low-income populations; and
  • Ensure meaningful access to programs and activities by persons with limited English proficiency (LEP).

Title VI Complaint Procedure

Any person who believes that he or she has been subjected to discrimination under Title VI on the basis of race, color or national origin may file a Title VI complaint with KCATA within 180 days from the date of the alleged discrimination.

To file a complaint or for more information on your rights, contact:

Title VI Complaint Forms can be downloaded in English or Spanish, or by calling (816) 346-0311.

The written, signed complaint should include:

  • Your name, address and telephone number;
  • How, why, and when you believe you were discriminated against;
  • As much specific, detailed information as possible; and
  • The names of any people, if known, who KCATA can contact to support or clarify your allegations.

KCATA will provide appropriate assistance to complainants who are limited in their ability to communicate in English.

Compromiso de KCATA hacia los Derechos Civiles

As the designated recipient of Federal Transit Administration funds for the region, KCATA is responsible for ensuring that its subrecipients comply with Title VI general reporting requirements outlined in FTA’s Circular 4702.1B.

Title VI Policy and Complaint Process

Disability Resources

For Everyone

Buses throughout the Kansas City region are fitted with lifts or ramps so the vehicles are accessible to riders with disabilities. It’s just one of many accommodations that the region has in place to ensure equal access to public transportation.

Other arrangements for riders with disabilities include:

  • Service animals are allowed on buses.
  • Priority seating is available near the front of the bus.
  • One attendant may ride free.
  • Assistance for hearing impaired is available nationwide at 711.
  • Complementary paratransit services are available for anyone with a disability.

The Americans With Disabilities Act

The Americans With Disabilities Act requires that all public bus systems provide complementary paratransit service for disabled persons who cannot independently use the bus service because of a disability. Complementary paratransit service is a door-to-door service provided by vans or cabs in KCATA's ADA service area. Generally, the ADA established service area extends three quarters of a mile on each side of regular bus route service. Complementary paratransit service is available on those days and during those times when trips are provided on regular RideKC routes. To take advantage of complementary paratransit service, you must be certified as ADA Eligible.
